The editorial team of “Journal of Public and Municipal Administration” adheres to ethic standards of scientific publications and is guided by “Code of ethics of scientific publications” which is developed and adopted by Committee on ethics of scientific publications.

Principles of professional ethics in editor and publisher’s activity

In the activity the editor is responsible for disclosure of copyright works following the basic principles:
• When making decision of the publication the editor of a scientific journal may be guided by authenticity of the data and scientific significance of the work.
• An editor should evaluate manuscripts for their intellectual content without regard to race, gender, religious belief, ethnic origin, citizenship, or political philosophy of the authors.
• Unpublished data obtained from submitted manuscripts should not be used for personal purposes or transferred to third parties without the written consent of the author. Information or ideas obtained during editing and related to possible benefits should be kept confidential and not used for personal gain.
• The editor should not allow the publication of information, if there is sufficient reason to believe that it is plagiarized.
• The editor, together with the publisher, should not leave unanswered claims regarding the reviewed manuscripts or published materials, as well as take all necessary measures to restore the violated rights when identifying a conflict situation.

According to the given principles all manuscripts:
• are checked for plagiarism;
• should have the list of sources used,
• sources of financial support (if present);
• the articles published in other journals are not admitted.

The author should be guided by the following principles:
• The author (or a group of authors) is aware that they areinitially responsible for the novelty and reliability of the results of scientific research, which implies the observance of the following principles.
• The authors of the article should provide reliable results of the research. Obviously erroneous or falsified statements are unacceptable.
• Authors must ensure that the results of the study, as set out in the manuscript provided, are completely original. Borrowed fragments or statements must be made out with the obligatory indication of the author and the original source. Excessive borrowing, as well as plagiarism in any form, including incomplete quotations, paraphrasing, or appropriation of rights to the results of other people's research, is unethical and unacceptable.
• It is necessary to recognize the contribution of all people who somehow influenced the course of the reearch, in particular, the article should contain references to the works that were of importance during the study. • Authors should not submit a manuscript to the journal that has been sent to another journal and is under consideration, as well as an article already published in another journal.
• Co-authors of the article should indicate all people who have made a significant contribution to the study. Among co-authors it is inadmissible to indicate people who did not participate in the study. • If the author finds significant errors or inaccuracies in the article at the stage of its consideration or after its publication, they should notify the editors of the journal as soon as possible.

2. Duties of authors:
• Authors should know about the external review of the manuscript;
• authors should confirm their contribution to the article;
• authors should confirm authenticity and accuracy of data;
• authors should promptly correct the pointed drawbacks.

3. Reviewing
• All articles submitted for the publication are subject to reviewing.
• Editorial Board requires the reviewer to be objective.
• The editors organize the review process in such a way as to prevent the reviewer's interests from conflicting with the article itself, its authors and / or the sources of funding for the relevant study; • Reviewing is anonymous with means of ‘Blind Review’, authors and reviewers’ names are not disclosed.

4. Duties of the editorial staff:
• The editorial staff has to accept or reject the article based on the given reviewing.
• The editorial staff has to avoid the conflict of interests in relation to published works.
• Finding out the errors the necessary refutation will be published in the next issues of the magazine.

5. General questions:
• control over compliance with editorial ethics is carried out by the editorial board of the journal;
• when deciding on the publication of articles, the editors adhere to uniform principles;
• the editorial staff takes measures to ensure the high quality of published articles;
• If necessary, corrections and refutations are published;
• the editors take all possible measures to eliminate cases of plagiarism.

Ethical principles in reviewer’s activity

The reviewer provides scientific expertise of copyright works, so their activity should be impartial following the principles:
• A manuscript received for review should be treated as a confidential document that cannot be passed on for review or discussion to third parties who do not have editorial authority.
• The reviewer is obliged to give an objective and reasoned assessment of the stated research results. Personal criticism of the author is unacceptable.
• Unpublished data obtained from submitted manuscripts should not be used by the reviewer for personal purposes.
• A reviewer who does not possess, in their opinion, sufficient qualifications to evaluate the manuscript, or cannot be objective, for example, in the event of a conflict of interest with the author or organization, should inform the editor about this with a request to exclude them from the review process of this manuscript.
